It is a long steel implement with a round seal base engraved AR 1722.
The length of the tool suggests to me that it is a pipe tamper as well as a seal.
The strut handle has carved and pierced detailing topped with a suspension loop
It measures 45mm x 13mm and is in 90% mint condition – light wear
