This is an American watch case opener.
These were given away as promotional gifts from the case makers and watchmakers of the time. Occasionally a private retailer would then engrave the business name on reverse and very occasionally the whole item was produced by an individual jewellers or watchmaker rather than a larger company.
These steel case openers are all designed to open pocket watch case although I would advise that you should have some experience before trying this with an older case opener such as these as a slip could scratch the case.
